Rex Blackburn
Senior Vice President and General Counsel, IDACORP, Inc. and Idaho Power
Rex Blackburn assumed the responsibilities of Senior Vice President and General Counsel on April 1, 2009. He joined Idaho Power in January 2008 as Lead Counsel.
Blackburn graduated from the College of Idaho and the University of California, Hastings College of the Law. From 1980 through 2007, he was a trial lawyer in private practice.
Blackburn has been selected as a Fellow of the Litigation Counsel of America, and was selected for inclusion in Mountain States Super Lawyers magazine.
Idaho Gov. Cecil Andrus appointed Blackburn to the Idaho Commission on Uniform State Laws. He was reappointed by Governors C.L. "Butch" Otter, Dirk Kempthorne and Phil Batt, and has continuously served on the Commission since 1993.
